Allow greater than or Less than to be indicated on test measurements

Some test measurements are reported as less than or greater than a value. Allow some way to indicate that when entering test measurements and also when graphing measurements.

Also - from looking at your attachment, let me note that we ALREADY have several open bug reports (feature requests) surrounding support for reference ranges. Reference ranges for measurements HAVE been added to the HF v3 data model, but are not scheduled to be exposed in the UI until HF v3.1 (among other things due to the UI complexity - not wanting to make the entry much more complex and the fact that this data is rare).
