Records For Living Community

I've been tracking the HL-7 Technical WG EHR/PHR interoperability efforts. Recently, they released (for public comment) their current specifications.

The Public Comment package can be downloaded from ( http://www.hl7.org/ehr/ )

My 2 part question is:

1) Does the RFL CCR "Community" intend to incorporate these specs into current and future versions?

2) As best I can tell, most of the major PHR's (Revolution, RelayHealth, WebMD, iHealth) don't seem to be CCR enabled, do you have an opinion on why this is?
